It's not a good indicator that it should be made public. Instead, it's a good indicator from the author of the module that it is not yet ready to be made public, i.e., it is a work in progress.
Both the modules you refer to are in the Apache NetBeans GitHub repo:
https://github.com/apache/incubator-netbeans
So, if you want to add yourself as a friend, provide a pull request. I'll merge it.
Ideally, since you're interested in this area, you will work on it yourself or start a discussion about making the modules public, you could be one of the owners in this area, i.e., one of the people defining the roadmap, what needs to be done, etc.
