[GH] (fory/fix/bazel-download-retry): Workflow run "Fory CI" is working again!

fix(ci): add retry logic to Bazel downloads to prevent flaky CI failures

- Add 5-attempt retry with exponential backoff in shell installer
- Add urlretrieve_with_retries helper in Python CI utilities
- Handles transient network errors during Bazel download
- No breaking changes, fully backward compatible

Fixes #2731
