[I] [C++][Parquet] Build parquet_arrow by default [arrow]
asfimport opened a new issue, #42312:

This not being enabled by default is a major hurdle people experience while building `pyarrow`. As we already hard-depend on Apache Arrow, I would really like to always build the `parquet_arrow` lib. Having the option to disable it definitely helps packagers and `parquet-cpp` consumers.
@wesm @majetideepak any opinions on this? I would just change the default from OFF to ON.
