The problem now is that the scheduler incorrectly ignores deferred tasks as active tasks, resulting in a useless parameter max_active_tasks and running all tasks.
I tried something here to show where the problem is but there definitely is a much better place to do so.
I first did it in the EXECUTION_STATES itself but that's used on different places so that's not ideal.
Happy to hear what must be done in this scenario.
