StochasticLoadBalancer has many knobs which user can adjust.
It would increase productivity by allowing StochasticLoadBalancer to accept online configuration changes.

StochasticLoadBalancer should implement PropagatingConfigurationObserver and reload relevant configuration parameters in onConfigurationChange() method.
