At present if the GeoIP matching returns a country for which there are no mirrors, closer.cgi returns the US/EU backups.

It might make more sense to return mirrors in the US and/or EU instead.

The US mirrors should have similar locality to the US backup, and the same would apply with suitable choice of EU mirrors.

A more sophisticated algorithm could choose between US and EU based on the calculated CC, but that might not be worth the effort unless there is already a suitable database for converting the codes.
