Forgot to mention that this patch also replaces entities with real spaces and removes border="0". Those changes are less significant.

Here is an overview of the issue:
---------------------------------------------------------------------
        Key: FOR-104
Summary: Make alt tag on external links more meaningful
       Type: Bug

     Status: Unassigned
   Priority: Minor

    Project: Forrest
  Component: Forrest skins
   Versions:
             HEAD

   Assignee:
   Reporter: Marshall Roch

    Created: Sat, 3 Jan 2004 4:12 AM
    Updated: Sat, 3 Jan 2004 4:13 AM

Description:
I agree that "->" is a better alt tag than "links outside of this site" for the little icon after external links, but "->" does nothing to tell the user what the icon means (a significant usability flaw). Attached is a patch to change the alt tag to "(offsite link)", which will still look fine without images:
