   ### Superset version
   0.28.1
   
   ### Expected results
   I want to have more then 7 tabs in my dashbard (For ex : 13)
   
   ### Actual results
   the maximum of tabs I have is 7
   
   ### Steps to reproduce
   
   in  Tabs.jsx.html, I've changed const MAX_TAB_COUNT = 13;
