This is not an error; it should work in that way. If you are going to engage a module to a service then those module can not use system pre define phase, this restriction is there for security purposes.  There for only the module which going to be engaged globally can use system pre-defined phase and user defined phases. Therefore I think we do not need to fix the bug.
