In TestMonitorManager,We use 2000ms as metrics polling interval,but default polling interval of servo is 10000ms;
If we add new Test case and do not set *System.getProperties().setProperty(MetricsConfig.METRICS_WINDOW_TIME, "2000");*, test in TestMonitorManager may failed.
