   We have this problem that we internally called "ghost IPs" where records of IP addresses exist in Zookeeper but don't exist in reality. This issue manifests itself in many subtle breaking behaviors:
   
   1. Middle Managers slowly losing capacity.
   2. Entire query serving feature breaks because historical nodes book keeping became incorrect.
