[RESULT] [VOTE] Turn on the commit bit for all Apache commiters

So the vote passes with: 

Binding: 7   +1
Non-Binding: 2   +1

An no other votes.

I'll file a Jira issue with infra and send a notice to the General incubator list.

I think after that switch is flicked, we should publicly announce this.

I'll whip up a draft of such an email right after doing the other two steps ... so we dan fine-tune that here.
I think it' important that we spread the same word on all channels.
