only be restricted if the user is found to be guilty (by a U.S. court only)

Resolution: Fixed
Though the TabWorld license looks a little strange (and is one of those "yet another free license") it is probably ok for use.
I queried legal-discuss@ and got no "don't" answer. So I think we can just leave it at that.
