problem with footer

Hello everybody,
i have to include an identical footer on each page and got two problems with
that. First can i create a "master-footer" that is automatically used by every
page?
And more important: how can i prevent the content of region-body to overwrite
the content of region-after? i can see both but the content of region-body lies
over the footer...

use: <fo:region-after extent="100pt"/> within page-master tag
