Resolution: Fixed
If the {{Filter}} {{appenders}} property is set {{*}} then that filter would be registered against all Appenders

Dictionary<String, Object> props = new Hashtable<String, Object>();
props.put("appenders", "*");
ServiceRegistration sr = bundleContext.registerService(Filter.class.getName(), stf, props);
