In PGA--> Dashboard --> Resources page all available resources in the gateway are listed.
Gateway admin need to be able to switch them on and off.
When it is switched off user will not be able to use the particular resource to launch experiments in create experiment, edit experiment and in clone experiments pages.

when the resource is switched on user can use the resource in above mentioned pages and create, edit and clone experiments. 

Currently its just the ui existing and its not linked with required API methods.
