Please welcome new committer and PPMC member Rob Vesse

Rob Vesse has been added as a Apache Jena committer and PPMC member.

Rob has been providing a number of bug fixes and improvements for Jena
in the form of patches submitted to JIRA. He's also known as the
developer of the .net rdf toolkit dotNetRDF, [1] and many will have
bumped into him on the semantic web lists and semantic overflow.
