Faulty Jetty upgrade from 12.0.19 to 12.0.25 reverted

On September 8th, our Jetty version on main was upgraded from 12.0.19 to
12.0.25.
Henceforth, org.apache.solr.handler.component.DistributedDebugComponentTest#testTolerantSearch
has been failing almost but not exactly always. I reverted the upgrade a
minute ago.

Gus is looking at the Jetty release notes... but we should understand
precisely what patch release it was that led to these failures. Conference
wifi isn't so great.

Thanks for investigating and addressing this. I almost believed the PR I am
working on is faulty. Saved me a lot of time troubleshooting.

Best,
Christos

I believe it might be this one.
https://github.com/jetty/jetty.project/pull/13449

I added comment here explaining bit more about it:
