[PR] Fix the broken styling of Spark main website [spark-website]

Siimlar to the fix of Spark 3.5.4 doc site in https://github.com/apache/spark-website/pull/578, this PR fixes the broken styling by self-hosting javascript and CSS of the Spark main site.
Before the fix, the main site looks like:
