If the leader of some consensus group is in the target removed datanode, it will still handle the write operation before it is killed (when invoking removePeer). And the newly inserted data won't be synced to other peers. 

On the other hand, if the leader's sync is slow, there is no mechanism now to wait its sync to be completed.
