Glossary V2 high level design for review, discussion and feedback.

Hi there, 
I have added a high level design document to JIRA 
https://issues.apache.org/jira/browse/ATLAS-1410. I hope that this will 
spark a discussion and feedback either on the Jira or on the dev list. 
Once we agree on a design, then myself and others can proceed with the 
implementation,
