The new push_to_asf.py script

Hi folks,

Everyone probably noticed via the code review, but on Friday I checked in
build-support/push_to_asf.py. This is a fairly simple script which pulls
changes from gerrit, and then pushes them to the official ASF repository.

The reason for this script is that the ASF policy currently prohibits
automated mirroring of external repositories into official ASF repos (eg
via the gerrit replication plugin). So, the current workflow is to expect
committers to manually perform the push using this script.

If you aren't a committer, no need to worry -- you can continue to submit
patches to gerrit as usual and whoever commits your change will be
responsible for using the script.
