> The wizard infrastructure uses on hard coded steps with hard coded names/routes like "step1", "step2", etc. This makes it difficult to change the step order, insert steps, or delete steps. For the installer wizard, we need to make significant changes to support Modular Deployment. We need to make some changes to enable greater flexibility in the structure of the wizard, while hopefully not breaking other wizards that don't need to be touched.
