The original augmentation of the log4j RollingAppender to the ability to create a compress backup of files.

Some users are now wanting to simply backup uncompressed files to the 'backupFilesToPath'.

Currently this property is ignored unless the CompressBackupFiles is set to true.

We should change the backup functionality to be based on the setting of 'backupFilesToPath' irrespective of the CompressBackupFiles
