Release steps:
Create a 3.2 branch to be merged later into main
Prepare the 3.2-rc1 release
Call for a vote in DB PMC
Tag the git repository
Call for a JCP maintenance release for 3.2-rc1
Call for a JCP release vote
If unsuccessful, create 3.2-rc2; repeat as needed
Once successful with JCP vote:
Prepare the 3.2 release
Call for a vote on 3.2 in DB PMC
SHIP IT!!!

AI Tilmann Prepare the 3.2-rc1 release and tag the GitHub repository
AI Craig notify JCP to expect the maintenance release

Release preparation pull request

Hi,

I created a PR with some fixes for getting RC1 out:

It contains mostly doc updates, a RAT update  and an added timestamp for
the parent .pom.
Could I get 1-2 people to confirm that these changes are fine?
