Using tranquilizer pushing data always see ingestion spikes at the beginning of the segment granularity

We set the segment granularity to hour. At the beginning of each hour, we constantly see the spikes.

Is it because of the slowness of creating a new segment? If so, how can we avoid or mitigate this? 

What is the typical time cost to create a new segment?
