   @conradsp I was initially going to suggest that we could finish #644 first, and then have this tested by running it through that, but instead I just locally pulled this, ran `podman-compose down && podman-compose build && podman-compose up -d && sleep 5s  &&  http --verify no --timeout 240 --check-status get https://localhost:8443/fineract-provider/health` and saw that it still worked, so it's OK for me and I'm merging it.
