cvs co vs. cvs export

A quick look at the CVS code indicates that the only diffs between
checkout and export are:

   1. co logs the entry, export does not
   2. co creates the CVS admin file (CVS direct) and export does not

Both seem easy to "emulate" if the tarball-roller wants/needs to
create the distrib locally. Sooooo, can we add this info to how-to-release?
