A single node user trying out pseudo-dist mode, or small cluster users who have always hosted another RS in the master node, have to use the local-regionservers.sh script, which is an unnecessary complication on the setup. If we are going the route of lightweight master, we should continue to operate like 0.98 in terms of ports.
