The PR changes the RestVersion to 2019-12-12 while sending requests from ABFS Driver. The change was tested with namespace and non namespace account in production. Whats missing? Documentation for the appendblob directories config parameter as the backend tenants are not enabled/right release is not present.

yetus has a -1 because of javadoc and test4tests(as no new tests were added or existing modified). I created 2 production accounts - namespace and non namespace for testing and the test result are there in the PR.
javadoc failure is happening in trunk (causing yetus -1). JIRA: https://issues.apache.org/jira/browse/HADOOP-16862

LGTM; i'm not worried about javadoc jdk11 issues.
