New project invitations
I have seen several instances where initial committers send ICLAs to secretary with this text:
Hello Apache,
I am willing to contribute to the ASF. The attachment is my ICLA information. My Github account is :
This is bad. Most of the ICLAs do not have sufficient information to allow secretary to process the forms and create the new accounts.
Where is this information? How can we improve it so that submitters include:
full residence address
full name
proper requested ASF id
podling name
signature (not script font)
date
We really can do better, but we have to have better documentation.

Some folks have started working on improving the actual emails or links
we use for onboarding at various steps of the process. So if we're
updating this step, folks might want to look at some of the other steps
too, which are listed here:

A separate question for committer invitation process is: each PMC/PPMC
is responsible for some of the steps themselves. How can we make
simple/easy enough tools so that the experience for a new committer on
any project or podling is at least similar? It's pretty clear some
projects have different ways of doing the welcoming process, some
better, some not as good.

Check the readme for how to preview locally or by creating a preview
branch. It's a foundation wise repo so you should have the permission for
push.

We may need to note the requirements and meaning of each field in
detail as well.
Such as things like the full name should be the real name, how the
public name can be chosen, or how detailed the address needs to be.

If we provide better documentation, we can reduce the workload of
mentors in guiding this as well.
