Web Console indicates that web server stats are available for Tomcat when they really are not

The Web Server view in the Web Console includes a portlet to display web server statistics.  This functinoality is implemented for Jetty but is not currently implemented for Tomcat.  However, the console indicates that statistics collection can be enabled without regard for the hosting web conainer. In the case of Tomcat that means that the user can select the "enable statistics collection" but the action will have no effect and statistics will never be enabled..

This patch includes changes to just the console itself to provide an appropriate message for tomcat indicating that statistics are not yet supported for the web container.
