why target 1.3.1 if they are only broken on trunk?
These were disabled because it's impossible to work on browsers other than *chrome (Firefox in a specific mode). I think the tests need to be rewritten to populate the test data on startup, and only the tests that are checking file uploads use the upload form (and those can be disabled on Safari by removing a group, perhaps).
