Configuration:
Operating System: Windows 7 Professional Service Pack 1
OpenOffice: AOO420m1(Build:9800) - Rev. 1692551

OpenOffice displays page breaks by default as a blue line. Attached is a file
containing screen shots demonstrating this. While the proposed change would
make page breaks easier to see, I was unable to replicate the problem described
in the enhancement report. I could not make Page breaks cause inconsistencies
with Page Numbers using a simple page break.

To get inconsistent numbering I had to use multiple Page Styles and change the
offset of a page number in one of the styles, or when inserting a Page break
choose a Page Style and change the page number. Both of these ways involved
Page Styles, and in both of these cases a red line representing a page break
does not tell you why the numbering is inconsistent. I found another post on
the forum with confusing numbering, and the problem was also with the Page
styles.
https://forum.openoffice.org/en/forum/viewtopic.php?f=7&t=82043&p=379660&hilit=numbering#p379660

Steps to create an inconsistency with the page numbers by using multiple Page
Styles and changing the offset of a page number in one of the styles:

1.Open a new Text Document in OpenOffice.
2.Open the Styles and Formatting Window by clicking Format > Styles and
Formatting.
3.Click the Page Styles button at the top.
4.Right click in the main window inside Styles and Formatting and select New to
create a new Page Style. You should now see the Page Style window.
5.Click on the Organizer tab and change the name to whatever you want. I chose
StyleA.
6.Click the Footer tab and select the checkbox labeled Footer on.
7.Click OK.
8.Repeat Steps 4-7 to create a different Page Style. I named this one StyleB.
9.Select your blank OpenOffice document and put in a page break by clicking
Insert > Manual Break. The Insert Break window should be open now. Make sure
the Page Break button is selected, and in the Style dropdown box select one of
the Styles you just created (I chose StyleA). Then click OK.
10.Put your cursor in the second page. At the bottom of your document it should
now show the name of the style you chose instead of default. You should also
see a footer at the bottom of this page.
11.Put your cursor inside of the footer and select Insert > Fields > Other.
This will open up the Fields window. In the leftmost column click Page, then
Page numbers from the middle column.
12.Near the Bottom right of the Fields window you should see a text field
labeled offset. Put a non-zero value into this. I chose -1. Click Insert, and
close the window. If you chose -1 for the offset the footer on page 2 should
have the number 1 in there.
13.Put your cursor on the second page of your document. Follow the instructions
in step #9, but choose the other Style you created (I used StyleB). You should
now have a third page in your document with a blank footer.
14.Put your cursor in the footer on the third page and click Insert > Fields >
Page Number. The number 3 should show up in the footer.

In my example the page number on page 2 is 1, and the page number on page 3 is
3. There is an inconsistency here, but that is because I changed the offset in
one style and not in the other. This seems to be the issue in the forum post
the original poster linked
https://forum.openoffice.org/en/forum/viewtopic.php?f=7&t=81570&hilit=numbering

I was also able to create an inconsistency by choosing a Page Style and then
changing the page number when inserting a Page break:

1.Open an OpenOffice document (I used the same one from the previous example).
Click Insert > Manual Break. In the Style Drop down box in the Insert Break
window choose a style (I chose StyleB because it already has a footer).
2.Click the change page number checkbox. In the text field type a number (I
chose 20) and press OK.
3.There should now be a new page to your document. Depending on what style you
chose you may have to insert a footer and a page number. In my document the
footer is already there, and displays the number 20.

I have attached my test file.
