[PR] fix: redirect non-English latest docs to English [cordova-docs]

### Platforms affected
Cordova documentation website (Apache redirects).
### Motivation and Context
The latest-version link on archived German documentation points to `/docs/de/latest/`, which returns a 404 because current documentation is only available in English.
Fixes #1533.
### Description
Add a permanent redirect from non-English `/docs/<language>/latest` URLs to `/docs/en/latest`, preserving the optional page path. Exclude English URLs to prevent redirect loops. The rule supports regional language codes such as `zh-tw` and leaves archived translations accessible.
### Testing
- Passed 10 direct rule-matching checks covering German and regional-language URLs, roots with and without trailing slashes, nested paths, English loop prevention, archived/versioned URLs, and unrelated version names.
- `git diff --check` passed.
- `npm test` was attempted but failed due to the locally installed ESLint 8 package not exporting `eslint/config`.
- Full Jekyll build and Apache integration testing were not completed: required Ruby gems are missing and the sandbox blocks local server sockets.
