When specifying a timeout value for a server-side action, the numeric value is formatted into a string that will contain grouping indicators (`,`).   For example {{1200}} becomes {{"1,200"}}. 

This causes a {{java.lang.NumberFormatException}} when parsing that timeout in {{org.apache.ambari.server.actionmanager.Stage#getStageTimeout}.
