We've always done it that way with httpd-apreq, so I don't
think a change in procedure *now* is a good idea. However,
in httpd-apreq-2 we list the user-visible changes the same
way httpd does.

Any special reason for bumping up the version on each commit? 'cvs
annotate/log' can always get this info. I think the changes version should
match the release version.
