This appears to be related to how cordova-android deals with {{Fullscreen}} preference. The behaviour was changed in [d005359|https://github.com/apache/cordova-android/commit/d005359f89c095cf1f9a4ba3062e2603ce484b6a], so the problem actually depends on cordova-android version, not the cordova-cli one.
