Today, operators have no reliable way to estimate:
 * Whether Container Balancer can effectively balance the cluster.
 * How much data is expected to move.
 * How many iterations will be required.
 * How long balancing is expected to take.
 * Which configuration values are appropriate for the current cluster state.
