[I] CI runs every test suite twice and copies the whole repository to render README.html (opennlp)

rzo1 opened a new issue, #1445:
URL: https://github.com/apache/opennlp/issues/1445

The Maven workflow calls `mvn clean test verify`, so Maven runs the lifecycle twice and every surefire suite executes twice per job (e.g. opennlp-api default-test runs twice in the CI log). In addition, the markdown-page-generator-plugin in opennlp-distr uses the repository root as input directory with filtering enabled, so it copies the whole tree including every module's target/ (8171 files on CI) just to render README.md, which took 78 s + 156 s of an ~8 min job. Running `mvn clean verify` once and copying only README.md fixes both. As a further option (not part of this change), the PR build matrix could be reduced, e.g. JDK 25 on Ubuntu only, since most of the wall time is spent queueing for the six matrix jobs.
