   Check `TabletManagementIterator.computeTabletManagementActions`and [TabletGroupWatcher](https://github.com/apache/accumulo/blob/elasticity/server/manager/src/main/java/org/apache/accumulo/manager/TabletGroupWatcher.java#L252) to see how to wire this up.
