[PR] Sync airflowctl to v3-1-test [airflow]

Hey team,
We will release a new version of airflowctl. Unfortunately, I couldn't finish moving integration tests to the main branch. Still working and bumping and fixing limitations on using one branch to other. Made lots of progress and I believe this will be the last time we sync it. Since the Airflow and TaskSDK are cut, hope it won't impact and I tried to keep it in a single commit to make it easy to eliminate easily while releasing Airflow and TaskSDK.
Moving tests: #58972, this will enable moving all distributions we plan to separate from the Airflow Core release. I will follow up with those as well after setting a structure.

Final fix is ruff exclusion and updating datamodels since some features in API are not in v3-1-test.

All green now. Merging. Took a bit to balance what was going and what was staying. Once showed me how good when we move tests to main :D
