Imperius Jira notifications

I've updated the Imperius Jira configuration so that email  
notifications will be automatically mailed to the dev list. Also, an  
email will be sent to the originator, current assignee, and any  
watchers.

If anybody sees any problems or doesn't like these changes, let me  
know...
