Reorganize design documents in confluence

Hi,


Currently, our design documents [1] are listed under each version, which may be hard to maintain and search in we have more and more version.


Two suggestions:


(1) organize the design documents according to modules (storage engine, query, tsfile, etc).
(2) The released version page just contains the features and link to each documents, as a roadmap.
