It's still going to be a test build, but (especially the first time around)
I want to make sure people have a chance to help me get the packaging
right.  I've seen several commons packages do RCs even though they are
following the same versioning guidelines we are, for the same reason.

Are you using a different versioning scheme for Shale? For the rest of
Struts, we've abandoned RCs in favour of Test Builds, so if Shale used the
same scheme, it would just be 1.0.0. Just wondering...
