oh another Options "bug"

Options -Indexes
<VirtualHost abc>
Options +Indexes
</VirtualHost>

with my patch has no indexes in the vhost. Reason: negatives are merged
after positives, ordering is meaningless. (Without my patch this is
broken differently, as Ben pointed out, it would allow indexes in the main
server.)

Fix: I don't know. A redesign of how the Options are stored? They
should be a list or something else other than a bitvector. I'm really not
interested in working on this though.

I agree with this - I'd really like to phase out "Options" in 2.0. The
only thing is seems to give is some control over where directives can be
used in .htaccess files, in conjunction with AllowOverride, but that all
could easily be redone.

Well, I see no reason to extend the Options banality. We've already got
an extensible configuration language, what's wrong with folks using their
own modules putting in boolean directives? Options is an NCSA backwards
brokeness feature.

Now, if you wanted to, for example, implement a generic "bitset" config
type with consistent parsing, and no bugs... more power to ya! I'd rather
see a general routine like this, so that folks could use it in other
directives (like IndexOptions for example).

Ugh.

I might give this one some thought. There have been requests for
site-extensible overrides and options, I was planning to expend some
skull-sweat in this area for 2.0 anyway.

It should still be fixed for 1.3, though, IMHO.
