Change the fix version to 1.11.0 since this is not a bug and was created after 1.10.0 [feature freeze|http://apache-flink-mailing-list-archive.1008284.n3.nabble.com/ANNOUNCE-Feature-freeze-for-Apache-Flink-1-10-0-release-td35139.html]
