If you enter:
ant j2se j2sews
to create both -Djava.ext.dirs directories, you only end up with the j2se directory (populated with the files that were intended for the j2sews directory). The problem is that the same property name is used (for code re-use, I think). I changed the property names, and used a parameter instead.
