The filter editor UI is only visible to users with dashboard editing rights. You can manage this by controlling dashboard edit permissions for your user roles—no additional configuration is needed beyond standard permission management. There are no more granular controls for the filter editor beyond dashboard edit rights; finer-grained control would require code changes.
