> The DFDL specification states if testStandardExponentRep is the empty string, then no exponent character separates the mantissa from the exponent, allowing numbers like "123+2" to be valid. However, the version of ICU used by Daffodil does not handle the empty string expontent rep correctly, and so this feature is missing.
